City Leaders Close to Approving Major Flood Relief Project in South Tampa

Residents of South Tampa are urging city leaders to approve the long-awaited South Howard Flood Relief Project, a vital initiative aimed at reducing the persistent flooding that has plagued the area. This project proposes a major stormwater conveyance system to enhance drainage and minimize flooding along South Howard Avenue and surrounding neighborhoods, including Parkland Estates.

Flooding Impacts and the Need for Urgent Action

“Unfortunately, the drains completely failed. The sewage system backed up, and many of us experienced contaminated stormwater flooding our homes, forcing us to remove flooring, appliances, and other possessions,” shared Kelsey Unsworth, a Parkland Estates resident who had to vacate her home after Hurricane Milton’s severe flooding. The Unsworth family, including two young children, faces ongoing stress as they wait for a permanent solution.

Nearby resident Keirsten Battaglia experienced similar devastation. “The waterline was over the mailbox and entered the house, flooding two cars, the first floor, and the garage. We’re now in the process of rebuilding our first floor,” she explained. This level of flooding occurs even outside of hurricane season, impacting daily life in South Tampa.

Frequent Flooding Even Outside Hurricane Season

Residents note that frequent flooding occurs during regular summer storms, not just during hurricanes. “Everyone here is affected by regular summer storms, not just hurricanes,” explained Unsworth. Battaglia added, “We’ve been flooding all summer,” indicating the urgency for improved infrastructure in the area. The need for consistent protection is essential for residents hoping to remain in their homes without constant flood risk.

Mixed Reactions from the Community

While many residents are in favor of the project, not everyone supports the current plan. Some neighbors question its effectiveness and call for additional research and analysis. “They’re planning to install over 100 culverts, but they struggle to maintain the current system,” said Anneliese Meyer, a resident who feels the project needs a more in-depth study, especially for long-term solutions.

Meyer also expressed concerns about the construction impact on the neighborhood’s historic streets. “We worry about the potential damage to our 100-year-old homes from all the heavy machinery,” she added, highlighting fears over potential impacts on both businesses and homes during construction.

The South Howard Flood Relief Project includes:

  • The design and construction of a major stormwater system to alleviate frequent flooding in Parkland Estates.
  • Improved drainage along South Howard Avenue, serving as a core infrastructure piece for future flood mitigation projects.

  • Reimagined streetscapes on South Howard Avenue, featuring wider sidewalks, on-street parking, enhanced landscaping, and expanded tree canopies to create a safer, more enjoyable environment.

A public meeting on the project will be held at 6 p.m. on Nov. 18 at Bayshore Baptist Church. The Tampa City Council is expected to vote on this multi-million dollar project on November 21. Community members are encouraged to attend and voice their views. WFLA initially published the story.
